Oh , it's a "fix" alright , at least in [their] minds ,the "problems" are only just begining for those outside the overpass , soon their ERs will be so overly crowded , that the locals will have to move on to the next Er , and so on and so on .Eventualy things will work their way back to home base , and then things will have to be sorted out all over again ,whew!
